Responsiblefor developing appropriate talent acquisition strategies, and managing theend-to-end talent acquisition process to deliver agreed targets for roleswithin assigned business areas, ensuring that the right candidates are recruited, at the right time, at the right price.

Partnering with the business, the role holder will provide both consultativeand transactional talent acquisition support to deliver a comprehensive andvalue added service, covering the recruitment of all employed worker (internaland external) local and cross border hires andtransfers,ensuring all talent acquisition activity is aligned to and effectivelycommunicates the employer brand.


Customer experience andrelationship management

  • Provide strategic, consultative advice to seniorbusiness stakeholders, coaching them to take a future focused perspective totheir talent acquisition needs
  • Translate business objectives and stakeholder needs intotalent acquisition plans and approaches :
  • Partnerwith key stakeholders to align to global product, business and operationalstrategies / agenda
  • Developand gain approval of the associated strategy, plan and business case
  • Fulfil the business’ hiring requirements (includinggraduate and management associate hiring targets), achieving time, cost,quality and governance KPIs
  • Increase the profile of TA. Foster strong, credible relationships withinternal and external stakeholders (including senior managers in the business, HR,candidates, suppliers, regulators) to achieve desired outcomes :
  • Deliverhigh levels of engagement and collective understanding
  • Increasestakeholder awareness of what TA offer and need in return
  • Managechange to facilitate local HR and business readiness for new product / processimplementation
  • Resource management

  • Awareness and understanding of the wider business,economic and market environment in which the Group operates
  • Develop accurate demand forecasts for designatedjurisdiction, and scenario plan
  • Achieve required cost savings, increasing directsourcing throughout designated jurisdiction
  • Product Delivery

  • Act as the 1st line of defence under theGroup’s Risk Management Framework (including relevant Operational RiskFramework ownership for TA risk.
  • Ensure a full understanding of the risk andcontrol environment in area of responsibility

  • Deliver disciplined adherence to all applicableregulatory requirements and internal policies, procedures, limits and othercontrol requirements, ensuring :
  • Strategyis aligned with risk appetite, optimising the risk / return profile
  • Robustmanagement controls, processes and reporting are in place
  • Allmaterial risks are identified, assessed, mitigated, monitored and reported(including emerging risks on the horizon)
  • Allkey risk control standards are adhered to, with relevant plans in place
  • Auditsand peer reviews are appropriately managed and all applicable items are graded acceptable or well controlled (or the equivalent)
  • Accountable for delivery of the end-to-end talentacquisition and deployment process across the designated jurisdiction,including (but not limited to) :
  • Businessneeds discussions; sourcing; selection; approvals and exceptions; packageconstruction and offer negotiation; contract production;
  • signing and issuingrelevant documentation; staff screening; employee ID creation; devising andimplementing pre-joining strategies to keep candidates warm;
  • effective on-boardingof new employees; and

  • Executinginternational talent deployment activities (as applicable) including : (i)policy selection (ii) managing move planning and approvals (iii) supporting theOperations team in managing exceptions requests (iv) ensuring timely : signingand issuance of assignment documentation, and initiation of relocation services(v) end of assignment planning, working with key stakeholders to plan and makeon-assignment and end of assignment decisions, and implement them accordingly(in line with planned business or talent development strategy and / or successionplans, as applicable)
  • Establish clear diversity hiring plans across designatedjurisdiction, ensuring achievement of local priorities / requirements (e.
  • g.localisation requirements)

  • Thoroughly embed the Group’s selection products andprocesses. Participate in attraction andselection activities / events as required
  • Deliver full compliance to the brand governance processand ensure the brand and value proposition are fully embedded in key touchpoints
  • Ensure readiness for, and full implementation of, newproducts and processes
  • Accountable for the accuracy, completeness and integrityof data held within talent acquisition systems for designated jurisdiction
  • Risk Management

  • Responsible for identifying, assessing, monitoring,controlling and mitigating risks to the Group. Also, an awareness andunderstanding of the main risks facing the Group and the role the individualplays in managing them
  • Ability to interpret the Group’s financial information,identify key issues based on this information and put in place appropriatecontrols and measures
  • Ensure exemplary team, hiring manager and suppliercompliance to controls and standards including (but not limited to) : searchfirm / agency engagement;
  • approvals and exceptions processes; offers; staffscreening; immigration etc

  • Reviewand address any non-compliant activity, managing exceptions, challengingbehaviours, driving cultural change and implementing consequences
  • Use data and factual evidence to drive and underpinday-to-day management actions and decision-making (including drivingcompliance, identifying opportunities for improvements and driving for gapresolutions)
  • Deliver management reports (including status reports) ontime, and to the required quality

  • Awareness and understanding of the regulatory framework,in which the Group operates, and the regulatory requirements and expectationsrelevant to the role.

  • Effectively andcollaboratively identify, escalate, mitigate and resolve risk, conduct andcompliance matters.
  • Essential

  • Provenrecruitment experience (in-house or search firm) of retained search andselection, or contingency and multi channel recruitment, with a successfultrack record in effective job filling within a complexrecruitment model / environment
  • Ableto deal with high recruitment volumes as well as more specialist vacancies,managing multiple vacancies at any time across a variety of disciplines
  • Understandingand some experience of developing sourcing strategies and managing multiplerecruitment channels to deliver recruitment targets within budget.
  • Someexperience of managing / working with PSLs and non-PSLs and goodknowledge of the market place, competitors and best practice

  • Consulting / diagnostic skills (e.g. probing to identify underlying needs, effectivequestioning to provoke broader thinking about resource requirements, capabilitygaps etc)
  • Sound communication and influencingskills, enabling the role holder to network effectively, establish credibilityquickly, build sustainable relationships, relate to candidates and hiringmanagers, push back on hiring managers / agencies and effectively sell StandardChartered Bank to individuals

  • Abilityto deal with conflict, and remain positive when under pressure
  • Customer-focused approach
  • Soundreasoning skills and the ability to screen and interview applicants whilemaking sound judgments on suitability for the role / organization
  • Trackrecord of working in a very organized way, multi-tasking, prioritising,managing data, and setting and achieving deadlines (both short and medium term)
  • Experience of analysing recruitment managementinformation and using this to identify and initiate improvements
  • Knowledgeof / exposure to relevant employment legislation (e.g. data protection)
  • Desirable

  • Proventrack record as an effective manager of a small sized team, coaching, managingand engaging the team to deliver high performance
  • Knowledgeof HR databases (e.g. PeopleSoft)
  • Experience in an international professional services / bankingenvironment
  • Provenexperience in working in a complex matrix, with a broad base of cultures,dealing with demanding and fast-paced client groups
  • Demonstrable knowledge of banking / divisions
