To provide leadership through development and delivery of the Asset Protection strategy for the organization operations in Ghana in order to ensure appropriate operational security controls are in place and corresponding emergency response preparations have been made.
Take the lead in implementation of Asset Protection (AP) standards, in particular the development and implementation of Crisis and Emergency Management systems, Business Continuity Planning and Operational security, in order to safeguard the integrity of all company personnel, property and assets and reputation within the laws of Ghana.
This shall be delivered in alignment with the Company’s Group Standards, International Codes of Conduct for security practices and with due regard for the Voluntary Principles of Security and Human Rights.
Provides strategic direction of asset protection, emergency response, crisis management and business continuity ensuring continuous improvement and appropriate use of best practice to contend with existing and emerging risks or vulnerabilities.
Provide functional and leadership in response to incidents and changes in the security situation.
Responsible for planning and execution of asset protection strategies to protect people, environment, assets, reputation, operations and projects within Ghana.
Develop,deliver and maintain asset protection policy, planning, procedures and risk management programme (e.g. Security Plan, CEM plans, business continuity plan), as well as engineering security design and technology.
Manage, mentor,coach and train asset Protection team members as appropriate in order to ensure continuous professional development and provide a succession plan that meets the requirements of local content initiatives.
Oversee the performance of asset protection related contractors (security services and oil spill response), with strong emphasis on execution and quality control, including;
the technical evaluation; tender process and; any management of change.
Operational management of, including setting overall Priorities / Performance Standards for the EHS&S vessels.
Establishing consistent approach including performance standards, response procedures, communications protocols and training for emergency response and business continuity to both nationals and expats in order to ensure emergency response preparedness.
Collate and analyse security related information to allow summary reporting of relevant risk information and adaptation of appropriate security controls.
Develop and implement plans and procedures to deliver the security strategy in alignment with Group Security Standards and industry best practice (e.
g. Security Plan, Facility Security Procedures, Emergency Response plans etc).
Develop the architecture, internal self-assessment and audit plan to provide assurance of security controls and procedures including verification of ISPS compliance for the FPSO.
Management oversight of investigations into breaches or failure of security controls.
Oversight of travel security management for visitors and journey management across organization operations in Ghana.
Develop strategy for coaching and development of security service providers in alignment with the Voluntary Principles on Security and Human Rights.
Co-ordination with the Corporate Affairs and Social Investment teams to ensure common strategy and engagement, particularly regarding security matters.
Ensure developments in international, national and industry legislation and technical advances in Asset Protection are appropriately communicated and implemented within the company.
Crisis and Emergency Management :
Oversight of the Ghana Incident Management Team and coordination of emergency response training in alignment with the Group Crisis and Emergency Management (CEM) Programme.
Oversight and implementation of the Crisis Emergency Management (CEM) Programme. Providing direct assistance and subject matter expertise to the IMT and operational management during emergency or crisis events and participate in post incident investigations as required.
Direct responsibility for the organizations Incident Management Team (IMT) including procedures, plans, facilities, tools, equipment, training and appropriate third party services.
Trainer and Facilitator for company and contractor personnel, including development of Crisis and Emergency Management training strategy for workforce in large projects and production operations.
Ensuring that training is consistent with the organization Crisis and Emergency Management (CEM) framework and robust links are maintained back to the Crisis Management Team (CMT).
Advising on the EHS aspects of the organization Crisis and Emergency Management systems.
Assists EHS management team with planning and assurance activities relating to specific oil spill risks.
Liaises with Environmental Protection Agency regarding oil spill preparedness.
Business Continuity :
Planning, preparation and implementation of the organization Business Continuity Plan (BCP).
Audit, review and provide assurance on the BCP.
Ensure developments and technical advances in BC are appropriately communicated and implemented within organization.
Business Intelligence :
Establishment and management of strong formal / informal networks of information sources(internal and external), contacts and liaison with private and governmental agencies to support early detection and appropriate reporting of threats to organization interests, to ensure emerging risks are established and managed.
Financial Responsibilities :
Budget level (Budget Holder) accountability for CMT, BC and Security, as defined within SSEA and Corporate Budget Guidelines.
A degree in a relevant area of study in security risk management, disaster management, international relations or other related discipline
Experience of working in Ghana or West Africa, with an active security network or a proven ability to build such a network in a short period of time.
Minimum of 10 years’ Asset Protection management experience in the Exploration and Production industry or similar role.
Experience in managing security risk operations in developing countries or high risk environments in public or private sector organizations.
Experience at senior business level security and political risk management in private sector.
Experience and knowledge of security management crisis & emergency management, disaster preparation and business continuity planning;
programme and project management.
Business risk assessment methodology at strategic and operational levels.
Experience of working in offshore environments.
Knowledge and skills
Sound understanding of Global Human Rights and Corporate Social Responsibility.
Knowledge of security and political risk environment in West Africa.
Security engineering design and technology protection of information, structures and installations.
Risk assessment methodology.
Experienced in Crisis Management planning, organization and training.
